This Achievement name is called "Let Arrows Fly"
The effect of it is : When using a Bow, the Bow equipped is increased by 5% P/M -Attack
How it works.
Assume your Bow has 1000 P-Atk (Works the same way with M-Atk)
and you are a Hunter which increase Bow P/M -Attack by 10%.
in total they are 15% it is an addictive stat.
Now if you put the bow on you have 15% P/M -Attack and increasing 150 P-Atk
So, the bow actually now give you 1150P-Atk
To Earn this Achievement go to TheDust guild town and find the "Projectile Designer" NPC Should be at the Brick Market.
If we do not own that NPC at the time then go to Aven 300,555
You need to craft 4 Bows. Do not Attempt if you do not have 150-200Gold May even take more depending on your luck to sucessfully craft the item.

Those are the Material you will be needing.
To Create the "Green Wind Bow" go to the right and look at the number associated above the number is the materials. So to make the Green Wind Bow you will need: 40 Dry Branch and 12 Sacred Fur to get those items is from. Lv20 Cult* and Lv20 Sum*.
After getting those material go to a guild town with a 'Molder' so he can craft it for you. to increase the rate by 20% flat is an npc called 'Master Molder' Most guild town tax them for about 125% and below for that service.
